MICHIGAN CITY - Police issued a citation to a West Side resident Monday night for firing a gun within city limits after he shot his two pit bulls when he couldn't stop them from fighting in his yard.
The dogs were at each other's throat, the elder Seay said, and wouldn't release, even when he sprayed them with a hose and used a shovel to try to separate them.
